VE/PE shrinkage minimization

So im wondering if I was to use VE/PE for some tooling if the shrinkage would still be a problem if the mold tool is allowed to cure fully on the plug.

If the plug prevents the shrinkage then how can the tool have altered dimensions? All the shrinkage tendency should just be internal stress while maintaining it’s true dimensions, no?

or is the problem with use of the tool and aging/heat cycles that allow the internal stress to be freed in the form of altered shape with time?
