Looks like dry spots, but hard to tell off a picture.
Looks like delamination? Ive seen that on a carbon fiber surfboard I was repairing. The customer apparrently left the board in the sun or in the car. Looks like its pulling away from the carbon fiber.
How thin is resin maybe heat it before infusion.
This looks like dry spots to me. Can happen when using an in mould coating and you get a leak during infusion. Can be fixed by poking a hole in each dry spot and filling with the coating. Bit tedious, but saves throwing a whole bonnet away.
Or sand the coat down and apply a new coat.
