painting trick???

I was watching yet another video- this one of a guy making a Russian Bomber of some sort, and I noticed something he did that was pretty cool, but I wanted to make sure I was seeing it right. He appeared to be waxing his mold, putting PVA on it, and then painting it with urethane paint. I think he sprayed a coat or two of clear, then color. Then he laid in his fiberglass layup with normal vacuum bagging as usual. When he popped the part out of the mold, it was perfect- no pin holes and had a fresh coat of beautiful paint.

Did I see that right? If so, can you do that with vacuum infusion and carbon fiber? How about with semi-permanent release? I was thinking of spraying a few coats of clear down before making my carbon fiber wing. Possible?
