Making a large plug from a small model?

I’ve had an idea for years in my head that I am wondering about and was hoping you could help me with some ideas. I want to make a set of motorbike farings for my motorbike that aren’t available anywhere. I want to make a set of 500cc GP race farings scaled up form a 1:12th model kit. I think there are a couple ways. Scan the model kit in 3D, enlarge, grab slices cut them in wood fill gaps with foam and start sanding. That seems like a lot of work, so I have seen this (http://3dcutting.com/products/frogmill-4th-axis) and wondered if I could get the model scanned and milled in foam. Had anyone done this? Are there any other ways?

I have a friend who works with composites on UAV drones who has said he’ll help/teach me once I’ve got a plug but I think the plug is the hard bit. LOL.
