econo bag tape sticks to ???????

i have a fiberglass part made with PER. this is a rectangular section where there are 3 layers under a layer of honeycomb.

The honey comb is bonded to the laminate below. I planned on bagging two layers on top of this. my first attempt i rushed and did not have enough flange and pulled a crap vacuum. I ended up ripping the layers off to start again. This time i wet the edjes (where you can see raw glass) and built the area up with filler just because it cures way faster than PER for me in New England. So now i have a nice flange to put bag tape to and enough area around the honeycomb for my two layers to come down and bond to the original glass plane.
The problem is that i bought the econo bag tape this time rather than the nice wonderful thick yellow stuff. The tape i have is black thin and crappy. it wont stick very well to the glass part below and not at all to the filler area. to remedy this i painted the to be taped area with plain old rustoleum paint in hopes to have a nice sealed and ready to be stuck to surface.

What is going on here, is there a good prep surface that i should be using and also not PER. Could the cold temps be causing this issue??

Ok, the normal paint thing worked, i also heated the area to be taped with a heat gun before and after. Filler is just too porus, it needed to be sealed
