depends which one you are talking about.
Dry carbon = prepreg. Prepreg = carbon that already comes with resin impregnated into the cloth. You just lay it up into the mold, vacuum bag it and cure it under high heat and pressure.
Wet carbon is made by hand. You lay the dry cloth into the mold and brush on the resin and let cure at room temp.

My thinking of what he was asking was a wet lay up is laid up wet then vacuum bagged.
Dry lay up is VIP (Vacuum Infused Process) where it is laid up and bagged dry, pull a vacuum and suck the resin into the part.

I fail to understand how ‘wet method’ end up with a smooth glossy surface.
