Could it have cracked during de-mold ?
Is it dry fibre?
We probably need to know what the material and process this is?
It looks like a fibre laminate pressed to a mould surface with a green tinted resin. The fibres at the mould face just have minimal resin and less colour at the moulded face. No gelcoats ?? Just a theory.
Looks like the inside od a UP CSM hand laminate that started to crack, maybe when demoulding.

No jelcoat . resin and tissue.
Certainly looks like dry or damaged fibres. So difficult to tell from what you’ve given us though. Can you tell us when the issue occurred or when you noticed it occur? Any other photos?
Is this a problem from when it was pulled from the mold or is it damage that occurred later?
It kinda looks like scratches and scuffs where someone tried to sand the surface smooth but it’s hard to tell with seeing it in person.
Do the white marks temporarily disappear when you wet the surface? If they do, it might be a simple case of sanding, polishing and recoating.
If the white marks are visible fiberglass strands embedded in clear resin and the surface feels smooth, I would just paint it.
Sanding and painting is probably going to be the easiest option for fixing most of the possible issues regardless of whether they are embedded deep in the resin or if it’s surface damage.

If you really need help then right the process of the result that we see,when it occurred ,what is the material, what was the mold what you think it may be…and all the rest.
