I have plan to prepare some interior railcar such as celling, floor, side wall… in the library.
I think i will do it by lay-up method.
I want to know the binder and reinforcement for my purpose.

are you talking about actuall panels or the just the interior bits like the interior roof lining and such?
Depending on the exact items you want to make will depend on what you use. PS Photos of the parts might help 
The materials chosen might depend on the safety regulations in force in the market of the end user. There are various fire safety standards in different regions.
Glass fibre / phenolic resin is sometimes chosen.
