For indexing I have often used marbles for small moulds and pingpong balls for larger moulds just cut a hole in the flange and hot glue inplace so only half the ball is showing through the fange. These are removed when the flange part is taken off then after the second lay up and prior to demoulding drill bolt hole fixings along the flange. Has worked well for me in the past.
In the UK I would suggest to see what Composite Integration has to offer. They have nice location cones.

Yeah … Pretty straight forward stuff… Even though it was colder than a doctors office visit. Ha!
He wasted a lot of fabric and gel coat, no need to go that wide on a flange… I did like the insertion of screw mounted dowels but you can always just drill holes after the cure,
If you guys go to fiberglast.com they have the same short… In English …
Personally I would use clay for the parting line… Ups - non toxic, no cure time and you can use a razor blade, spreader or squigie to get a slick perfect fit… Downs - clay has a shelf life if not properly stored…
